There should be no problem with that. The clays/slips used in the USA should be food safe.
I do wonder why people are making candy shakers and not glazing the inside, though. Surely it would be simple enough to glaze the inside. That way it would also be easier to wash them and if non-wrapped candy is placed inside it would seem more sanitary.
